Taylor Morley is the Executive Director of the Counseling Service of Addison County (CSAC), providing strategic leadership for a comprehensive continuum of mental health, substance use, youth and family, developmental and crisis services that support nearly 2,000 individuals across Addison County each year. She began her role in January 2026, bringing extensive experience in community-based behavioral health, organizational leadership and systems transformation.
Prior to joining CSAC, Taylor served as Chief Operating Officer and General Counsel at Victory Programs, Inc. in Boston, where she led organizational operations, governance, and legal strategy for a large, multi-service human services organization. Her work focused on guiding organizations through complex change while centering equity, workforce well-being, and mission impact.
She holds a Juris Doctor from the City University of New York School of Law, with a background rooted in public interest and community-focused practice.
