Donoghue, a Watertown, New York, native has served as the assistant director of the Clinton County Office of Emergency Services since 1997, overseeing emergency management, fire, EMS and 911 coordination. He holds degrees in business administration, philosophy and pastoral ministry.
After working in banking Donoghue pursued a religious vocation and is an ordained minister. He continues to serve as chaplain for the Clinton County Firefighters Association, EMS and law enforcement agencies, and works at the R. W. Walker Funeral Home. He has been active in the fire service for more than 24 years, including roles with the Morrisonville Volunteer Fire Department, Plattsburgh City Rescue Hose Company #5 and currently, the South Plattsburgh Fire Department.
Donoghue has served on numerous boards and committees, including chair of the North Country Chapter of the American Red Cross, the Clinton County Traffic Safety Board and past president of the New York State 911 Coordinators Association.
