Trustee
Donna Kissane has served as county manager for Franklin County, New York since 2015. She has more than 25 years’ experience in behavioral and mental health overseeing multiple programs. She is an experienced community volunteer in Franklin County, where she has served on several committees, the Malone Central School District, Malone Housing Council, and the Malone Figure Skating Club. Donna also served on the New York State Committee for Restructuring Children’s Behavioral Health Services.
She holds degrees from Mater Dei College and Potsdam State University and completed graduate coursework in social work at SUNY Albany.
